Carla Guenther of PERC reflects on California lobstering policies

BAR HARBOR, ME-Continuing College of the Atlantic’s spring Marine
Policy Series, Carla Guenther, community coordinator of the Penobscot
East Resource Center in Stonington, offers a talk on Thursday, April 21
at 4:10 p.m. in the college’s McCormick Lecture Hall. Guenther will be
speaking about lobster management on the west coast. She offers a
socioecological analysis of fishery response and impacts of Marine
Protected Areas in Santa Barbara, CA. 

Guenther approaches fisheries management with a focus on fishing
communities. For her dissertation at the University of California at
Santa Barbara, she spoke with members of Santa Barbara’s commercial
lobster fleet as well as others so as to understand the impact of Marine
Protected Area legislation on socio-economics, reef ecology, and fishing
behavior. Using this information, Guenther then talked to
representatives from the rest of California’s commercial lobster fleet
and fostered the fishery’s application for Marine Stewardship Council
Certification, proposed legislation for self-funding lobster management
science, and voluntary fishery-collection of biological data for use in
the first stock assessment of California spiny lobster populations.

She now holds the title of Fisheries, Science and Leadership Advisor at
the Penobscot East Resource Center, and manages its fishermen’s
leadership program. Guenther began her work with lobster behavior at
Woods Hole, MA, then went to Baja California, Mexico where she learned
about a special form of community-based co-management. Inspired by the
fishermen’s level of organization and management structure there,
Guenther went on to pursue a PhD in Marine Science. Educated in
oceanography, ecology, and anthropology, she approaches fisheries
management with a focus on fishing communities.
