Sorry,
But I would like to underscore what I meant when I said previously  
that the devil is in the details:

In this attachment under the "State Board of Education" a bullet  
point reads: "if there are units that have not realigned, and are not  
deemed to be an exception to realignment, the State Board, in  
consultation with DOE, is empowered to work with those units to  
include them in a new regional unit."
That's the committee gloss.
Their proposed bill states: "If a governing body of a school  
administrative unit does not choose a regorganization plan as  
required by this section, or if a reorganization plan is disapproved  
by the commissioner, the State Board of Education is authorized to  
develop and approve a reorganization plan as required by this  
section...."
Can you spot the difference?
Further, note that the bill requires that by the 08-09 fiscal year no  
school may have a budget for administration that is more than that  
currently allowed under EPS. In our school union that would require a  
2/3 cut in our budget. Perhaps it is there, but I see no opportunity  
to exceed that even by a vote of a district.
