I'm somewhat puzzled by the disinclination Brian expresses on behalf of 
himself and others to support this concept.  Respecting them as I do, I 
suspect I'm missing some context of past experience that I probably need 
to understand better.

It would seem that bullet #1's objection to compulsion and bullet #2's 
reference to "appropriate and effective" efficiencies of scale state 
clearly where U98 is coming from.  What is/are the problem(s) with 
participating in discussions, given that those discussions are premised 
on non-coercion and appropriateness?
