Gordon Donaldson passed this on from the Small Schools Coalition. The
original of the included memo is at
http://www.maine.gov/education/edletrs/2007/ilet/07ilet078.htm
from which I tacked on a part missing from what was forwarded.

Hi All, The superintendents have received this, but legislators and
others may not know that funds are being pulled from teacher
professional development to PAY FOR consolidating districts. Somehow
those dollars should be accounted for in the
expense side of the process. I'm sure the Governor isn't including it
in his figures.

INFORMATIONAL LETTER: 78
POLICY CODE: GFC
TO: Superintendents of Schools
FROM: Susan Gendron, Commissioner
DATE: February 22, 2007
RE: Per Pupil Professional Development Funds
The Per Pupil Professional Development (PPPD) funds to support the
implementation of the Learning Results will no longer be allocated to
individual SAUs starting in school year 2007 - 2008. These funds will
be used to assist and support the transition to the proposed
streamlining of school administrative structures as approved by the
Legislature. The funds for the current school year, whether they have
been received or not, will not be affected. However, there will be no
carryover of these funds. Any funds not expended or encumbered by June
30, 2007 must be returned to the State with the final PPPD Performance
Report, due September 1, 2007.
Some salient points relative to PPPD are:
* Data regarding the use of last year's funds are necessary for us to
report to the Legislature.
* Final Performance Reports will be due September 1, 2007.
* Completed Performance Reports must be sent in hard copy or faxed to
624-6821.
We hope that the use of these funds has assisted you in providing
effective professional development to support the implementation of
Learning Results. The Maine Department of Education intends to continue
to support high quality, content-based professional development aligned
with an articulated curriculum, appropriate instruction, necessary
materials, and a comprehensive assessment system that will lead to
student achievement of the Learning Results. Funding for professional
development through the Essential Programs and Services (EPS) formula
will continue to be available to you, as it has been since the 2005-2006
school year. For 2006-07, $51 per-pupil is included in the calculation
of each unit’s EPS Per-Pupil Rates.
Please direct any questions to Barbara Moody (207) 624-6830 or
barbara.moody at maine.gov.
The final performance report document will available in June, 2007 at
http://www.maine.gov/education/lres/ in two formats.
