[Local-Maine-Schools] Finally! (official, browse-able, search-able bill text)

They should be the ones I mailed and sent to the LMS list, their page 
numbers referring to the old bill.  I'm printing out a copy of pp 
132-193 and revising the table of contents for it.  I'll bring copies of 
the ToC.  I notice in doing the TOC that one of the sections inserted, 
on bonding (former p.19, now 162) is a LOT longer (several pages -- I 
thought it was supposed to be a paragraph).
