[Local-Maine-Schools] issue with DOE rules for 2 mill minimum

Jim Rier just assured me the the 2 mils from Ogunquit would go to the
region, and it would help give relief to other communities within the
district. The state will not take any of the money. He also said the
sharing of this money will have to  be determined by the Regional Unit,
but it definitely will help Kennebunk.
