[Local-Maine-Schools] Down to tea leaves

We have been waiting since Friday for statutory language from the
legislature regarding school consolidation as it will appear in the
budget bill.

For whatever reasons, it has not yet been released.

In the meantime, to divine where things are heading, all we have to
work from is this summary, of unidentified provenance, that was
released last Friday:

Best I can tell, this is a legislative process that now has gone
completely underground away from all public view -- and that hardly
seems like a good sign for anyone.
