[Local-Maine-Schools] New version of table of contents for new bill

The table of contents we've put together to help make the new bill 
easier to navigate and understand now has the various sections grouped 
with headers to make the structure and organization of the bill clearer, 
and has links to the sections of the original legislation that it is 
amending or repealing:

For those who are as puzzled as I was about the bill's almost identical 
sections about transfers and contracts on pages 54-58 and pages 44-49, 
it appears the latter is for the formation of regional school units in 
general (in the future?), while the latter is specifically for the 
formation of these units in the initial catastrophic big-bang 
reorganization.

The Appropriations Committee just went over its final changes.  For 
those junkies who want to get a sense of what has happened since last 
nights bill, these are some quickly scrawled notes I took (Rep. Cain 
talks very fast).  No guarantees of total accuracy.  Hopefully the 
revised bill will be out soon in a little more useful version than the 
last one.

Most of these are page:line references, a few are to page:sections

12:6   ...duties not in conflict with this title
12:3A  replace "if the option of attending another school... (missed it)
        (doesn't share one community's options among all other partners)
13:3   insert "and"
17:40  A YES vote allows additional funds to be raised for K-12, a NO
        vote....
29:33  add a subsection 5 with standard bonding language (has been in
        working drafts, was left out of this)
30:12  by majority vote
30:41  add another subsection 6: Multiple municipalities (if an ES
        serves all students from a number of municipalities (closure
        requires majority vote of all municipalities that send all
        students to that school), costs shared proportionally (to what?)
37:19  [remove "impractical" in several places below] except... ->
        justify an exception under subsection 6 par A
37:35  where an exception to 2500 is justified under...
[39:20 no specific population density specs -- they weren't sure they
        could get good data for all communities]
39:25  where circs justify an exception...
