Hello again,

The following is an e-mail I received tonight from Dick Gould.  I did
not want to forward it because he has as many if not more addresses than
we do.  His e-mail gives you more information.

"Scott Porter and I met with the Speaker this afternoon to discuss what
is happening.  The Speaker said that the Commissioner is working on
language that will probably do the following.

Allow some local authority to control their budget (How much power the
boards will have is to be seen when the actual language is written.)

Have one board that will be the main power for all the schools. (Just
what the overall control is to be seen in the language)

The Central board will be the bargaining agent and you will have one
teacher contract.  (The Commissioner insists on this.  She said in the
long run it will save money-- read the laying off of teachers.)

It will clarify some other issues that we will have to wait to see when
the amendment comes out.

I know this is vague, but that is all we know until the actual language
comes out, probably tomorrow.  Things will be moving very rapidly now.
I strongly believe that some bill will be passed, but am not sure just
what it will do.  I will keep you informed the best I can. "
