This message from Dick Gould discusses the new proposed charter school
rules. The attachments (listed below) were over a megabyte, too big for
email, so I've put them up on the web for those who are interested:

Hi

I have included the testimony of the people who testified on LD 1783
and Chapter 140 rules. I was unable to get Sandra MacArthur and Dick
Durost’s testimony. Both were concerned about the budget issue.

It is important to understand that these rules (140) are major
substantive rules and they must be approved by the Ed Committee and by
the full Legislature. I have also attached the proposed rule.

I had to add a missing page to Jill Adams’ testimony that I left out.

Any questions let me know.

Concerns expressed in testimony
Transportation and cost
Enrollment and Lottery deadline
Application Form
RFP Notification
Geographic Catchment Areas
Special Education
Applicability of other Maine Laws, rules and regulations
Rolling Admissions
Opportunity to open in the fall of 2012 if school is ready
Difficulty to offer testimony due to proposed amendment to LD1783
Need for rolling admissions to help kids who need an alternative program
Budget difficulty if rolling admissions are allowed
