This is respectfully being sent to you in my role as the Superintendent
of Schools for Old Orchard Beach and also in my role as this years
President of the York County SuperintendentsAssociation. This
position paper is attached with a copy below and was developed by
representatives of the six school boards so mentioned. We jointly
encourage you to make sure that this is a thoughtful process that is fair
to all concerned. To that end, we present our Position Paper on
School Consolidation. Thanks for your attention to this important

Consolidation from the School Boards of Acton, Kittery, MSAD 35, MSAD 60,
Old Orchard Beach and York <br><br>
</u>The above mentioned School Boards agree that:<br>
<br>
A. there must be a public hearing on any final legislative recommendation
on school consolidation before it goes to the local voters for their
approval <br>
B. proposed savings of the consolidation plan must be
validated<br>
C. there must be a local referendum vote to approve any proposed
consolidation plan <br>
D. timelines for any proposed consolidation must be two calendar years
from the time that local voters approve the plan<br>
E. budget adoption procedures remain as they are, subject to change
at the local level by school board or the voter petition process<br>
F. a fair process of determining state subsidy be established, Ex:
return to the original intent of the Essential Programs and Services
Funding Model <br><br>
